It is largely snakeoil.
Maybe thats a little unfair as technically it does actually do what it says it does, you'll just almost certainly not see the improvements the marketing promises. Games actually send a surprisingly small volume of network traffic and almost all network lag you experience will not be cause by your pc but by random blips and burps along the route between your PC and wherever the server is - which isn't anything any amount of hardware on your end will help.

If you've got a multicore cpu, that will also probably eat most of any gains you might see from using the card as very few games are actually properly multithreaded. Incidentally this is why for pure gaming at the moment it is usually better to have a faster dual core cpu than a slower quad core, even if technically the quad core could do more "stuff" because most games will only ever use one core in the first place. So similarly if you have "spare" or underused cores on your CPU, network processing isn't going to be a bottleneck in the slightest for you.

IMO getting one is sort of like adding a spoiler to your car. Assuming it's a real one and fitted by people who know what they're doing it will actually do what it says, it's just that you'd get a bigger improvement out of your car by upgrading practically any other component (engine etc) and you almost certainly don't need the spoiler in the first place. tbh i think all graphics card do the same job, so when one company says this card will do extra things it just means they are marketing the card from a different angle. Like Trey says lag and latency tend to be connection issues and not local PC hardware problems.
